I would not like to discuss PR because Google does not give us a way to know its current value and does not reveal the algorithm. Official PR is what we see in the Google toolbar.

So now it is not enough to have the official PR greater than zero to be in the Google index though high PR seems still guaranty this.

Also it is known how PR was calculated in "good old days". Certainly such things as position in the site structure were not the part of PR. Old PR was calculated on per page basis.

In short I suggests to thing rather about CERP than about PR, because PR now is like a ghost. Even if you see it you are not sure that it is exist.
