Overall i think that its an interesting move... anything past the 2nd or 3d postion (sometimes theres 2 sometimes theres 3 ads on the top) their clicks are going to go way down, but it might be a big enough boost to the quality that their ROI's are phenominal.

Also, this means that the top postions could become more competitve, since 4th+ doesnt even get "above the fold" exposure.
