Underscores are not, never have been and never will be a sensible way to separate words, especially in URLs. For what it's worth, spaces are even worse (if that's possible). Hyphens are not ideal, but are a common sense compromise, as the English language alternative would be a space. For obvious reasons. :) In fact it's all so obvious really, isn't it? And that's my last word, you'll be pleased to hear ;)
It's not a google thing, it's everyone on the web, and this was an issue before Google was invented.
