The domain name seems to be an important part of the mix.

My SEO client ranks #1 for his own company name (he'd better, eh?) and has sitelinks showing there, but not when he ranks #1 for his products. The domain name matches the company name.

One of my own sites has sitelinks showing when it ranks for the exact phrase that forms the domain name, but not when it ranks #1 for other searches that include those words.
