This one is not up to Google, I think, but rather will require an international agreement or treaty.
That's a classic example of the double bind that various political entities place on Google and other search engines, ISPs and so on. Data can only be kept for however long it is kept - you can't cooperate with one country's security concerns and keep data for two years, and also cooperate with another country's privacy concerns and delete the data sooner.
