I am pretty sure that there is no one-size-fits-all answer in this area of link weighting and devaluing. Just this week at SMX, Matt Cutts made a comment that they take the market niche's common practices into consideration when looking at the linking profile for a domain. So a retail store might not "get away with" the same linking practices that a real estate site might.
