DMCA is simply the ratification by the U.S. Congress of the international WIPO treaty -- A search on that term will turn up more info. Under U.S. jurisdiction, Google refers to the DMCA, but applies it regardless of the country in which the "complainant" site and "defendant" site are located, as called for by the WIPO treaty.
