In other words if a page is about a common theme Google will have a good picture of what the typical co-occurring phrases would be but if there is an article about someting like a unique historical occurrence Google won't have the data necessary to evaluate the theme. In other words would theming be a problem in terms of getting out information that is new to the Internet? But to go anywhere with this possibility we need to know how to look for theming beyond penalties. Is there a way to do this? Of so we have to go by what we see in penalties and extrapolate from there.
One concern that I have is that some very niche topics will be so unique that there won't be sufficient data to find the validating co-occurring phrases.
