FWIW, and since there's some focusing on link text...

G is increasingly "localising" web search results, where once no Irish site would turn up in G.ie for a generic term like "web design", now they do.

I recently looked at allinanchor:web design on the different English language Gs, results were similar but not identical and all had some regional sites turning up - "local" anchor text being weighted perhaps?

I then compared the normal search to the allinanchor results, there were a lot more discrepancies but when looked at most of them were tops for allinanchor variations such as "website design" or "web design UK" - a factoring-in of closely related anchor text perhaps?

Strikes me that if G wants to display more regional results for generic terms while keeping allinanchor as the "quality" metric, they would need to handle it differently than they "traditionally" have.
