you really need to state if you are talking about a meta tag or rel tag. The rel=nofollow DOES NOT mean nofollow, only the meta tag DOES.
because noindex means what it says..dont index..it doesnt mean dont spider.....the only way to prevent google even looking at the page is robots.txt... I use nofollow for my PDFs as it's the easiest way to keep them from being spidered.
