excuse me but since the web pages had a TBPR of three in the last update, doesn't that mean that those pages were indexed, cached and gained PR at some point?

Even if all incoming links to the site were removed, at least the index page should still be in google index, unless the site had an accessibility problem for a long period (beside removing the incoming links) which is unlikely.

IMO, it's an obvious ban.
