Did you get a very high TBPR page to link to your site when you first launched it, or did some one with high tbpr initially link to you? The above would account for the visible TBPR of 3 The very high ranking link or links may have been withdrawn by the 3rd party, because TBPR is often as much as 6 months behind googles internal PR computations, TBPR 3 might mean nothing, you might actually be PR0 right now If your site has very few links, and is in a niche not in high demand, it could be de indexed at any time by google Plus there a lot of other reasons why google might decide not to index a site, read thru this fantastic forum for more tips
