I've recently subdivided my topics so I don't more than 10 linked to each other and it seems to have helped get some pages back. We know long lists of links in a page's navigation is not good for usability but it may not be good for Google ranking either. I've noticed for a long time that large sites like "wikipedia" and "about" are able to get near or at the top on just about any search they have articles on. There is something about these huge sites that gives them an advantage but I think it's just a result of the overall algo.
I have a new question. How many of you with penalized pages have a number of related pages interlinked? if i want wikipedia, i just go to wikipedia
