And the scraper sites are Google's problem. Google needs to find a way to fix it so they have no effect at all on the sites they are scraping. They just need to make the scrapers disappear as soon as they find them, and the scraper sites will cease to exist because they won't be worthwhile for the thieves who own them.

If Google would stop PAYING people for putting up scraper sites, there wouldn't be any more motivation, so people might stop - except the ones who get swindled into it.
