We ran into this as well last week. We were having a meeting on some discussion board pages that had gone supplemental. During the course of the discussion we searched about a dozen discussion board URL’s to get them to show in Google, and then got that message and could not search any more.

Didn’t think much of it at the time but all the URL’s had PHP in them.
