While humans can "judge a site based on it's overall quality and benefit to the end user" when I see the word "signals" I immediately think of the way Google and other SE's attempt to judge a site -- which is based on the "signals" emitted by data patterns that are easily captured, stored and evaluated using computer algorithms.
