How else can our client capture searches for the 200 various services they offer in all these 1500 cities? Any suggestions? - although a little late! :) Does the client not have the right to fine-grain focus their pages without being penalized?
I think the problem is this is not fine-grain optimization - this is large bolder optimization. You are trying to optimize for many cities. Tell me, is this service something only your client does? If so, you should have no problem. If the only plumber in the world lived in California, well I guess I would have to call him to fix the toilet.
I should note, duplication was a huge concern for us, so we built a certain amount of randomization into the pages so they wouldn't all be the same, except for the city names. Also, we added the feature to allow comments/questions on these articles as well as rating them, to help generate user content on these pages.
