#:3139299 - google takes out everything else that is repeated

What exactly does "takes out" and "repeated" mean?

More specifically, is something classed as repeated when it is identical, or when it is similar? I presume this applies to a navigation bar. A navigation bar can be made slightly different on each page simply by not having a page linking to itself.

Added: I agree with M_Bison.
