I was referring to the signup for Gmail on the Google University page, not Gmail in general:

You can still request a Gmail account by submitting the following information along with your .edu email address from an accredited U.S. institution and we'll send you an invitation:

[services.google.com...]

However, it appears they'll hand out an account in exchange for your cell phone number:
