I've posted elsewhere about this and I'm basically in the same situation as ModemMike. A few slight differences in details (page count, back links, etc.). I want to stress that in both of our cases the domain that was redirected to had been registered for quite a while (4 years in my case). So we're talking about redirects that don't involve new domains -- although that doesn't seem to matter. It would be nice if someone from Goolge would take note of this problem as it seems to be affecting a fair number of people who for one reason or another need to change the domain name of an established website. The webmaster guidelines are no help on this. We need some official guidance.
To add insult to injury, I'm still waiting for my 301 Club membership card.
