Sometimes they do, just report it thats all you can really do. We make it a point to report the ones who scrape our title and meta data and do the sneaky 301 redirect. Google seems to kill those as soon as we report them.

Keep in mind though, if you use adwords your ad will show up on a lot of sites, if you do not like the site it is showing up on, exclude it in your adwords account.
