If you have pages that does not comply with google webmaster guidelines (duplication content, etc..) and it happened that these pages are very usefull for your users, would banning googlebot via robots.txt from crawling/indexing these pages be enough action before asking for an inclusion request? An example, assume that your site is banned for having an ODP clone, would excluding googlebot from crawling/indexing the ODP section in your site helps removing the ban?
