I've seen pages hit on a purely informational content site (with an ODP listing and no dodgy links) that has only a few links on each of several pages going to genuine resources - not a directory site, not a scraper site, and scraper sites and directories don't link to those type of sites that are being linked to.

But those pages are being given the URL-only treatment just as though they were. Not the site - just those pages.
