EFV is only being sarcastic in his last sentence.

Although it is a good idea from EFV - you will just have companies permanetly pushing the border line and asking Google all the time - is this to much? G = No - push a bit harder - is this to much? Google says Yes, they launch another site just below the threshold. And obv Google will want to change aspects all the time.

So will probably be to hard to implement.
