Are you suggesting that Black hat sites actually tell Google and the world that they are using Black hat techniques by adding a Meta tag themselves? If yes than I am sorry but that sounds a little bizarre.

I do quite like the sound of the first tag although I still think users like to keep search simple so am not sure if this would work with most searchers.
