Is a good thing that Google is using human raters, hopefully they will be educated enough to be able to spot the good from the bad.
I've looked a little bit on the spamguide and there are some basic things which we know to stay away from however I do not see any guidelines regarding how to spot a blog/forum/wiky spammer.
In my opinion this is what we should fight against.
