Yes, but IMO the problem is that the sites they say are "good sites" sometimes aren't any different than the sites they say are bad. Take redirects. Does anyone honestly see a difference between the "sneaky redirects" and the "legitimate" ones? What kind of signal does that give to webmasters?
Now multiply that effort by a set of several sites in various niche markets. To me, this would guarantee an excellent base by which to evaluate other sites ... while "doing no harm".
