Is there a way to set things up so that the server sends no response to the prefetch request? Simply ignores it? It seems to me this would be better than feeding a 403 or a 404 or a redirect to a different page.

I see this behaviour on some sites when I do automated link checking, so I imagine there's some way to implement it. But I can't see how to do it with a .htaccess file.
