It was obviously not company policy, but an over eager clueless lieutenant in departments well removed from team index. There is also talk that it was a test that should never have gone live. Word is, the tech team is rather miffed at and embarassed by those responsible...

This is the kind of thing that happens in a large company. The left hand NEVER knows what the right hand is doing. I hate to say it, but this is the difference between Google three years ago pre-IPO and todays post-IPO Google.
