This update makes total sense.
I would characterize this as nothing more than a tightening up of the sandbox. They have learned that certain sandbox type tweaks lead to greater adwords money, so they just "ramping up" the adwords cash flow. They must be really worried about MSN, so they grabbing the only thing they think will help them...cash.
