Google would not automate something like that because it could be too widespread (too broad).

Go look at the Touchgraph Java Google webmapper [webmasterworld.com]. That is probably similar to what Google has to work with in house. From that, it is easy to find domain farms that are inner linked and from that spam sites. That's where who you link too becomes important and hand editing of the offending farm is in order.
