Page is a not externally linkable

But here's the really weird thing. Two other people and I are working on building another website, for which the domain name is in the process of being transferred to us, and while we're waiting we are playing around with example design pages, etc. The day before yesterday, I put up one of these example pages on my site. No one except the three of us knows the page is there, and it is not linked to the rest of the site. Yet it has PR3! Is there any possible explanation for this?
Google's PR system makes absolutely no sense to me. I run a medical transcription reference website, no advertising except for an affiliate program to sell books, and my main page has PR1. I don't really care that the PR is so low, because I don't sell ads and don't plan to. Another page which links to my articles and books has PR3.
