I have been experimenting with the Google Predition Tool by Rusty Brick (it's not guaranteed to be accurate but interesting nevertheless). It will give the current PR and predicted PR at next update based on current PR and also on the % of increase (of links?).

I have noticed that with a PR 4 or 5, if a site goes over a 12% increase it is predicted to move to a PR 5 or 6, respectively.

I assume that means 12% of increase in links?
