Well, whatever the reason, I think I like the filter. It keeps one site from dominating the first several pages of the results. It appears that every site (at least on my KW KW search) gets about 2 links per return. That seems reasonable to me. It keeps a majority of the over seo'ed stuff from hitting the regular returns. It seems to be domain name sensitive.
