If you don't feel comfortable linking to direct competitors, don't do it. But if you thought the information would be useful for your visitors, don't be afraid of it, either.

For linking to competitors I'd consider it perfectly sensible to make a resource page that was user-friendly but not spider-friendly. On the other hand, for something like a page of links to regional information that jobseekers would find useful, I'd say just make the links and let the spiders feed however they will.
