actually I'm doing both: rearranging the chairs and trying to get new links....all this as the band plays on ;).

Here's the thing though, most of the useful traffic comes (or came) through individual pages, not the front. For example (I'm NOT in the travel biz), instead of focusing in "Hotels", I'm focusing in let's say NYC Hotels etc., etc. It's hard to get outbound links for all of them so many links head to the front page and to some of the categories /sitemaps. I know the inpage seo is not a cure all, but if it can give a boost, why not.
