On the IP question, certainly if you are running an ecommerce site then you will probably require an ssl certificate and so yes you have to have your own IP, other than that there is little justification for individual IP addresses.

On the PR point, I think I am recommending to forget about it not because it isn't part of the algo but really it becomes an addiction that as we all agree is becoming less and less worthwhile pursuing.
