It has to do with 2 things. In the US and Canada, and to a lesser extent Europe, winter can be very cold, and most people want to stay indoors as much as possible. The other is that the daylight hours are much longer. People tend to want to do things when it is light rather than dark. And, in the US and Canada at least schools take a long break during the summertime. (I dunno if this is true for Europe.) Thus the summertime is ideal for family vacations and such. People on vacations don't spend much time on the Internet.
