Allinanchor means nothing more than providing your site status in terms of liks earned with the keywords in anchor. Links with keyword in anchor text is an important factor during ranking of any site, however is not the deciding factor. There are many other factors such as the quality of links, general optimization of the site, it's status as an expert page on the topic, PR and many other.
However,during sandbox while your site rankings gets eclipsed and you find it difficult to trace your site in the normal SERPS you can still find it using Allinanchor command. This seves two purpose; one, you can tend to relax that your site is not penalised and just got sandboxed, also you can see a general status of your site in terms of the effort you've done in link building.
However there are ways employing which you can evade the sanddbox too.
