I'd wager the IP is it. Get your site to another host, and try get rid of all cross links. Contact that site and request that they take down the links. Complain to the host if they don't.

But probably most important is getting out of that hosting environment. Then, chances are you'll pop back in a month or less. Worst case, three months. Of course, no one knows for sure.
