Of course not. It's an ridiculous statement. Why is it some people refuse to understand the simple basics? If you have a page about widgets, it is good to have the word widgets on the page. It is not good to have the word widgets be the ONLY word on the page, and repeat it 1000 times!

Frankly, only a person who has no idea what the word "optimization" means would call that 1000-widget-word page "over-optimized". It's beyond dumb.

Some folks may need to either open a dictionary or find another line of work. Optimization is merely getting your pages seen in the most favorable light. The way to do that changes (a bit) all the time.
