Say if you increased your receiprocal link after google update , will that effect immediately or we need to wait upto next google update?

As has been mentioned, the Toolbar PR could update in a week or two, or it could be six weeks.

I have seen strong evidence in the past of many sites getting a link from a high PR page and then within a matter of days moving up dramatically in the SERP's. The link contained no keyword text, the only difference was a link from a PR7 page to a page that had maybe a PR 2-3. When the toolbar PR updated, the previous PR 2-3 pages moved up to PR 5, but their position in the SERP's stayed where they were after the initial jump up.

I'm not sure if this is still the case today.
