It's a bit disingenous to say that Google never manually adjusts the performance of individual sites. I guess the distinction Google would make is between penalizing a site for some kind of real or perceived manipulation (which they do), and manually dropping a site in the rankings because it is less relevant to a keyword than other sites (which they don't do, as far as I know). If they started doing the latter, there'd be no end to the complaints. "My company is #5 when I search for my company name - please fix this."
