Why would Google want to pay to achieve what they want when they can just instead crawl dmoz.org for free?
If Google's aim is to achieve a directory like DMOZ then they really will be in trouble.
It's unfriendly, badly catergorsied, badly worded and I don't know many ordinary surfers who are even aware of it's existence.
If google wants a good directory it should fund one. If it wants a bad one, then it has already achieved this.
Like everything in life, you get what you pay for.
