I think much of the commercial SERPs has been affected. Its just that on competitive terms, I think site owners are regrouping, bailing, etc. because, by definition, they were already in a highly competitive area.

But what does a niche commercial site owner do when her site is buried beneath marginally relevant to pathetic commercial SERPs for a multiple keyword phrase? Complaining is a legitimate avenue of expression in this case.
