Page is a not externally linkable

Need to quiz everyone on trickle-down effect of PR. From the index page of a PR7 or PR6 site with 400+ good links, what is the optimum number of internal links to ensure the next level down only loses PR1? Checking a load of sites, many seem to lose 2PR for next level down - especially where they have 60 odd links to internal pages. Have seen almost none where with 40 or 50 links there is a PR1 loss. I thought internal pages would only lose PR1 (unless you are silly and put 400 links to internal pages). Plus how does this affect external links i.e. if I want to link from PR7 to PR4 will I automatically get a PR6 provided there only 2 or 3 external links?
Have searched on site but couldn't find anything - sorry if this is a repeater.
