It has happened with other toolbar combinations (NAV toolbar > Google toolbar), and Google was installed first and NAV disabled the G toolbar. Simple, it's probably an IE bug.
Given that A) The IE toolbar api is freely available from microsoft and B) there are a theoretically infinite number of possible programs, I'd have to say no to the first question.
As for the last statement, M$ platform updates may be inconvenient, but deployment testing is a standard practice among software professionals- particularly when deploying automation controls.
