Thinking about it, it makes sense now, you could have a site with a pr of 8 though only through link association, with minimal content targeting and structural navigation for both the PR to travel down or across and the searcher to use intuitively, both extremely important considerations.

The trick or the strategy is to design a site that can handle all the pr and maximise the transferrance down to the ROI pages, while keeping the punters happily navigating and buying products.
