Google does allow you to submit your URL, I am not really sure how useful that is. The main way in which it finds sites is when it follows links to them from sites already in its database. So making sure that you get links from sites it knows is the most important step to getting listed. Furthermore, the PR you asked about is based entirely on the number and quality of links to your site. So if you have few links pointing to you, even if Google indexes you, your site will appear far down in the lising of results. Links are emphatically not everything with Google, but they are of great importance.
