Page is a not externally linkable

I have multiple sites with some cross linking and wanted to raise an issue that has been bugging me for some time now. I know that the search engines know what ip address the pages are submitted from and I think you can be penalized for it. The link exchanges between the sites will also be penalized because the engine now knows that they are from the same owner. Does anyone else have an opinion or any facts on this? How can I submit to the engines with different IP (without using dialup)?
